But the Write for Donations article and the article on writing community tutorials both indicate writing for the suggested articles. I want to write pitches for the suggested articles to increase chances of my article pitches getting accepted.

In addition to what has already been mentioned, the best thing to do here is to apply to Write for DOnations directly by submitting the proposal form.
The form will ask for your topic idea, an outline of your tutorial, and a writing sample that showcases your ability to explain your technical knowledge to others.
Then the appropriate DigitalOcean team would get in touch with you if the proposed topic meets the requirements.
